The applicants both Russian nationals from the Chechen Republic. On the 24 November 2017 the applicants reached the
Latvian border crossing point “Indra” by train. When offices of the State Border Guard Service boarded the train, they
stated that they wished to seek asylum. The applicants were held in a building for four hours at the border crossing
point, when they were denied entry and returned to Belarus. For previous and subsequent developments of the
