The application was submitted by four French human rights organization organizations (ANAFE, GISTI, Cimade and la Ligue des droits de l’homme). The application concerned the French authorities notifying the European Commission of their intention to renew controls at the internal borders from 1 May 2022 – until 31 October 2022, on the basis of Articles 25 to 27 of Regulation (EU) 2016/399 (Schengen Borders Code). The application was directed against the decision of the Prime Minister to reintroduce internal border controls.
