The applicants are all Venezuelen nationals. On 11 April 2019 they were aprehended at sea in waters belonging to Curaçao.
The same day they were declared undesirable aliens, denied entry, and placed in immigration detention to ensure their expulsion. A procedure before the Court concerning a violation of Article 3 was initiated and is currently pending.
